Currently for The Deep and Urgoz if someone wants to PUG them they have to spend a scroll to get in. If they get in and are unable to form a group then they just wasted a scroll unless they want to leave their character in the outpost until they get a group. So while it may be fine for people with prearranged groups, or people in the alliance that has access, for everyone else the current system is asking them to spend their gold before they know if they will even get to make an attempt. So I would expect that a lot of people stay away because they don't want to waste the gold.
To me this is a problem since its keeping people away from an area, making the people who do use a scroll less likely to find a group. The other day I even saw someone trying to form an Urgoz group in HzH instead of in the Urgoz outpost. I see this as a smart move on his part, but it means that he wouldn't get anyone who was in the Urgoz outpost.
I have some possible solutions to this problem:
1 - Remove the scrolls and give everyone unrestricted free access to both outposts. This would reduce the value in holding a town.
2 - Allow free access to the outposts, but a fee (possibly a scroll) to enter the mission like FoW/UW. If the party contains a member of the owning alliance then there is no entry fee. This would make people from the owning alliance slightly more valuable party members than anyone else.
3 - Allow free access to the outposts but the entry fee is one scroll from each party members inventory. If a party member belongs to the owning alliance then they don't pay a scroll, but everyone else does. If someone lacks a scroll then a message announces their name to everyone when the entry fails. This would increase the price of scrolls, which should lead to changes in the price of jade and amber.
4 - Initial access is handled by scrolls/holding alliance but once a character has entered the outpost once they can map back to it for free at any time. Maybe reset their access after every attempt, or just on the successful runs, so they need to get in again.
All these options would probably make the outposts mappable locations on the map although an NPC to map people over could also be done.
Since option two makes members of the owning alliance more valuable it would be best if there was some way to tell them from other players. Maybe a glow effect around them when in the outpost.

They should just make it so you spend the scroll upon entry into the actual mission with the fighting and stuff, which I think is suggestion #3 from you.

- Now inside the outpost, remove the 'start' buttons and add and NPC to start the mission instead. (I HATE the star buttons, all PvE missions should start by talking to an NPC or zoning to other areas)
- For people owning the outpost, it would be free, for people that do not belong to the alliance, it would cost 1000 luxon/kurzick faction (just like with gold in the temple of the ages).
- Scrolls would wrk just like FoW/UW scrolls. Instead of having to pay faction, you just use it inside the outpost.
And done.

Take a typical player who is sitting at nearly 5k in one faction, 0 in the other. To enter the other factions mission they would need to grind up faction just to enter the mission.
For instance I'm in a Kurzick alliance that doesn't care much about faction farming. About a month ago someone announced that we were doing a Deep run so I joined. However I was at about 3.5k Kurzick faction so under your suggestion I would not of been able to join the group since I would of had to either blow my faction on stuff that only gives 1x to the title (instead of 2x from alliance donations) then earn some Luxon faction to get entry there. If I did that, I wouldn't of had time to do The Deep afterwards and the group would of either collapsed or left without me.

If you have 5k of one faction and 0k of the other, you just use the 5k and talk to a priest. Pay 50g and you get instantly 10faction for that side.
It could be made so the allegiance is required only the first time you enter. Then never require it again.
For the gold fee, it's not necessary. We have scroll traders, remember?
That way, you can:
- Get faction and pay to enter directly with it.
- Get faction, get a scroll, and then enter with it.
- Get gold, go to to scroll trader, then enter with scroll.
Never forget the Traders. Never. They are your friends.

Do they grind up to 5k, or do they spend the faction and not get the double bonus to the title since they don't give to an alliance ?
Then we get to the leftover amount since very few people will be sitting exactly on xk. Currently my account is sitting at 3124 Kurzick faction. So if I want to do the deep I spend 3k, but what should I do about the remaining 124 faction ?
