I checked Guild Wars Wiki, and these are the only references to 'SS' that I could find... http://wiki.guildwars.com/wiki/SS
Ok, I'm going to take a stab at this since necro is my first and greatest GW love ^^
So Spiteful Spirit - let's start with the skill... It's an elite hex, you smack it on a foe, and each time that foe attacks/uses skill they take dmg... and so do all his buddies standing around him. Quite beautiful.
How to use it.... Well, for starters, it does not "double-up", so you won't get double-dmg for hitting the same foe twice while the first instance is still active BUT if you hit him with it and then "tab" to the guy next to him & hex him with SS, both will be taking double dmg.
So how I roll this....
First, Awaken the Blood.
Then Echo
Then SS
Tab to next foe, SS again
Note: you'll want curses recharge mods ^^
My build:
Curses - 16
Soul Reaping - 13
Blood - 4
Wep is energy +15, 20/20, hp+30 - there are def better, I've been playing nec for 3 years so I've got quite a collection and I swap around for fun.
Skills: *This is not the "standard" SS build - this is just my own "what works for me" after years of trial and error.
Awaken the Blood
Arcane Echo (mesmer skill)
SS
Desecrate Enchantments
Pain Inverter (Asura Title Track skill - quite fun)
Signet of Lost Souls
Rez
Optional (sometimes blood ritual, or Summon Mursaat ^^, or Reckless Haste)
The skills commonly combined with SS for max effect are:
Reckless Haste
Price of Failure
Soul Barbs
Spinal Shivers/Shivers of Dread (when interrupt needed) - esp if you have ranger with winter around
You do not want skills that slow attackers - also slows how much dmg they take from SS - or skills that cause scatter. You want them grouped ^^

Sorry for any confusion, I'm used to referring to it in short-hand, completely slipped my mind about the Elite version since I can't use it with SS.
