Shockwave is a Factions skill. Even though it can be capped in EotN, if you don't have Factions you can't use it.

It makes you buy factions if you REALLY want it. Which leads to more $$$.

EotN is simply an expansion to all the other campaigns. If it was limited to just EotN skills and core skills... Enemy skillbars would be really bad, and mostly the same.

You know, i'm inclined to agree. I wanted Sliver Armour really bad when I only had Proph, and NF. I just decided to pick up Factions... but still. I agree. If you're able to cap a Factions skill in, say, NF... you should be able to.

Yea, just like I can create an Assassin or Ritualist if I own Nightfall only.

Don't confuse "I want" with "I should get" - they are two VERY separate things. There is no reason you *should* be able to use anything from any campaign that you do not own regardless of if you can see a monster use it against you or not. You may want it, but there is no level of entitlement to it.

Does it work if you get the Factions skill pack?

To cap a skill in GWEN you must own the chapter the skill originated within.

PvP skill unlock packs will not allow you to use the skills in PvE. You can not purchase a skill unlock pack without purchasing the corosponding chapter it belongs to.
