Freezing Gust - Where do u get it?

So, I am trying to work a water build and wanted to get Freezing Gust. I checked and found that you get it from Tohn in Kamadan (only skill trainer listed that taught it), that turned out to be untrue however. Does anyone know who that skill is available from, and if you could kindly let me know please?

Check the last skill trainer in the game (the one in the realm of torment). If he doesn't have it, make sure you're an Elementalist, then check again.

Otherwise, farm 1,000 Balthazar faction and unlock the skill, then go to any Nightfall skill trainer and buy it.

Thanks everyone for the help. I am not much of a PVPer though, so I have next to none for unlocking. T_T Oh well.
