What the crap does that mean? Legally binding?

Does that mean if you get a bad fortune your chances of gold drops are diminished? lol

It means that whatever they are planning they will do. My best guess is that they have somenthing planned for lvl 20 chars. like a mini expansion. Remember when they did the same with furnance?
