It means that whatever they are planning they will do. My best guess is that they have somenthing planned for lvl 20 chars. like a mini expansion. Remember when they did the same with furnance?

The phrase "very real, and legally binding" is from Monty Python & the Holy Grail movie. They were just having a bit of fun when they wrote it.
