Umm what exactly are you asking for? Other skills to bring with you?
Mystic Sweep, Eremite's Attack are good scythe attacks. Chilling victory can be a good options... Not sure of your secondary, try to work 1 or 2 of those skills in. There are plenty of builds floating around if you want some more ideas. Good luck!

Why Conviction AND Great Dwarf Armor? Armor is capped at +25, is it really one worth more skill to get +1 armor?
Why no IAS? Heket's Rampage is nice in VoS builds if you aren't spec'ing into Mysticism, it works quite well at 4 Beast Mastery.

Don't use Vow of Strength, it's a terrible elite. To Neon, Vow Strength disables attack skills, which is the reason it's terrible. Scythes are for AoE DW.

I dont really like VoS, it looks ok(ish) at a glance but it really isnt worht a elite slot in my opinion.
You almost always need a IAS in every build, even more so if your uses Vow since all your damage is coming from auto-attacks. Youll also probbaly need more Mysticism since that your primary source of e management and since half your bar currently is made out of enchantments youll benefit quite a bit from it. Heart of Fury(mysticism) is the only non stance IAS you could use i can think of atm, otherwise youll have to drop conviction for one, and all of them would require you to spec into another attribute.
Also, running sup runes is risky. 2 sups is asking to be targeted. Better to swap for minors imo though you may be able to get away with 1 in PvE.

Feel free to drop the pet, it's just there 'cause rainbow phoenix is cool. Asuran scan is a cool replacement for mystic regen to get nice high numbers - but unless used on a boss who won't die in less than 3 seconds, it's usually not worth it.

This is PvE. Stuff dies so fast DW doesn't really make a difference.

My numbers show that a crit scythe assassin is better off using attack skills than vow of strength. Since a crit scythe assassin has the highest base weapon damage of any build in the game, and VoS only increases base weapon damage, it therefore stands to reason that NO build exists which is better off using VoS instead of attack skills.
So in terms of what to bring? Reapers or Wounding instead of VoS, mystic and eremite's.

Agree with above though, in normal mode there's no need for maximum efficiency since stuff sucks so much, so just play at whatever pace fits you.

VoS works well in teams with smiters and with lots of bonus damage or armor-reducing effects. Most of Lyssa's damage is armor-ignoring to begin with, so additional effects don't stack nearly as well.
In Dan's bar above, I'd swap out the pet skills for "I am the Strongest!" and Antidote Signet (if necessary). On a VoS with +40%, IatS is +28 on your next 8 attacks, which comes out to +224 damage every 20 seconds; if you're intelligent and pre-cast it, it's effective over your next 16 attacks for +448, by which point the fight should be over.
In the end though, Reaper's Sweep or Lyssa are much better choices for the elite slot. Granted, they require that you do more than recast buffs every 20 seconds.

No. First armor bonus is unchanged, the rest of them can be only +25. Having Armor of Earth (+40) and Kinetic Armor (+70) will mean not 40+25 or 25+25, but 70 (from KA) and +25 (capped). So Conviction and Great Dwarf Armor stack normally.
