by AR you mean aggressive refrain? And if so yes, its used on a lot of para bars in PvP. I don't know about PvE.

Most(*cough* *cough*) paragons use a shield which gives them 16 armor.This means you will only have -4 off of your armor if you pretend your not wielding a shield.Either way, paragons have 80 base armor, and are ranged.AI also does not target paragons much.

Why wouldn't you use it? In PvE it doesn't matter since monsters don't really attack you, so cracked armor is fine. In PvP it's also a must have.

I use it on my para in PvE for quicker adrenal gain. I usualy have WatchYourself on my skillbar so it cancels out the -4 armour.

Even so, Cracked armor is not a problem at all. If you have a decent hero with condition management it won't be much a problem even if you get targeted.
For instance, I have a MM using Infuse Conditions and Draw Conditions. Plague signet and draw conditions can be use without going MM, to send all the conditions back at them.
So, no, it's not a problem. and if you work your team a bit, it can even be useful.

The only problem I have, is if it gets reapplied so often, won't it just waste the hero's energy with him constantly removing it?

Not with decent energy management. I find that My hero doesn't spam it nearly as much in battle, as (being an MM) he has more important things to do. And it's all the way to the right on his bar. He seems to only use it when I am targeted, which is Ideal.
I find Channeling does the trick for nearly any monk taking care of conditions (RC Prot) I just run a hybrid and give him Healing Whisper to get the most out of it. I rarely even do that though.

The only time I find it an issue is with the Factions Blessed Light monks. Dropping a 10e spell on me every few seconds taps their energy somewhat, but even that is mitigatable via purifying finale at the expense of a skill slot.

That was the only issue I've had thus far with the change. Eventually while vanquishing I just brought along the protection and spirit henchmen over the healer.
