Upgrading components with tournament points

When you upgrade your components on pvp chars using tournament points, each component gets upgraded when you buy the upgrades from tolkano and you can add whatever runes without having to buy same armor piece again. but if you want to change the mask (i am assassin) from let's say deadly arts to dagger mastery you need to upgrade the mask again. i think that should be changed somehow so people don't go around carrying multiple masks/head pieces. Thank you.

Hm... remember the Rune traders you can find in almost all PvP outposts?

I think that should do better.

Weapon upgrade traders, added in PvP, so people can get upgrades for those.
Now that PvP-only players can sell both HoH and Zaishen chest drops, they get at least a little income to buy the upgrades with... now we just need to give them an NPC to get them.

They're considered different armor pieces, so it makes sense that you need a new one for every attribute. There's no reason to lower the req, since enough RP for multiple headpieces is easy enough to come by either in GvG or HB if you're at all serious about it.
