Suggestions:
Righteous Signet:
Target scammer takes 1000 damage for selling items 25% over their regular price, or buying items 50% under their regular price. He/she looses 5% of his current Gold/Plat and cannot Trade for 10 hours.

Banishing Signet:
If target foe does not respond within 30 seconds he/she takes 1000 damage and looses 25% of his current exp, is replaced by a random Hero of his/her Profession, and cannot participate in PvP for 24 hours.

Grief Signet:
Cure yourselves of the effect of any punishment if you prove yourself innocent within 10 minutes. If you use this Signet but fail to meet these requirements the effect is doubled. This Signet only refreshes after is used successfully.

These Signets would go on a Special Skill spot to prevent from taking up the space of your regular 8 Skill. They are severe enough for people to be afraid to get punished but not sever enough to delete or ban characters.

Buying underpriced or selling overpriced isn't scamming. It's only scamming if they lie about the item they're selling.

And then I stopped reading. It can only get worse from there.

If using the sellers innocense to buy items are a low price, like buying black dyes in pre for 500g, isn't scamming then I don't know what is.
