Rurik's blade is supposed to be something special.
It has something to do plot-wise with GW2, I don't think it should be available in Proph.

Galrath and Verata are the two most interesting villains in Gw, im hesitant to sign this because I feel that they merit a Mission Pack/expansion to expand on their story.
The reward would be a weapon from their "set" (new skins, PVE only added abilities) or a new hero related to them...heck even a bunch of pve only spells that you learn thanks to that adventure.

Dark damage: 11-22 (requires 13 Death Magic - needed to trigger pve only weapon abilities)
Halves casting time of spells (Chance: 10%)
Halves skill recharge of spells (Chance: 20%)

Armour +7 (vs elemental)
pve only active: [passive]For every 2 levels in death magic increase minion cap by 1.

If they actually put new greens into the game, I'd prefer to see things we haven't seen before. 20/20, 15^50, +30 is OVERUSED, and not the best option for MANY builds. For example, how many people use a COnjure build on a Ranger or Warrior? Quite a few. SO why not a weapon with:
Max dmg, req 9
15^enchanted
Fiery/Icy/Shocking
+20% enchantments
Or a energy set for casters on a sword/axe/spear:
We already have Totem Axe and Rajazans Fervor:
Max dmg, req 9
+5 energy
+20% enchants
Sundering/Icy
Why not:
Max dmg, req 9
15% dmg/-5 energy
+20% enchants
various prefix
Max dmg, req 9
15^enchanted

Galrath can't get greens, he is a 'copycat' boss of Justiciar Hablion. Same skills, same levels and appears only during a quest.
Copycat bosses are like that, like Maximole with Urkal the Ambusher. Maximole even drops Urkal's green.
He could have the same Green like Hablion, but neither Galrath nor Hablion have elite skills, so I wouldn't give them a green.
Verata is a special case. He has no elite skill, but he's so far in the map and so annoying to kill that it could be an option.

I always agree with more green weapons. Tyria could do with some more fun ones, and so many bosses are worth dropping greens...namely the ones whick take a while to get to...including the Ice Beast in Mineral Springs, the Titan Bosses in Hell's Precipice, and some of the bosses on Perdition Rock...

Also like Mithran said, the Eidolon in Mineral Spring should drop a green.
I'm thinking it should drop a trident called:
Water Trident (WOW!!!!!)

Energy +5
Water Magic +1 (20% chance)

After a longer thought I think Perdition Rock bosses would make pretty good choice for green drops.
Do you remember the good old times when Ember Light Camp was always full of PuGs going for elite skill capping? I really enjoyed that, done that with multiple characters, it required many runs because of random boss spawns but the hunt was really fun. Adding some greens there could bring that experience back!
After a little more thought I imagined this place being overran by Ursanway pugs clearing whole area in less than 15 minutes repeately and without any trouble... an estimate of 1 week for even the best of the greens to drop to the value of Grenth's Footprint greens...
Nothing can stop the Bear but the Bear shouldn't stop possible new content! So maybe add just a couple greens, not one for each boss there, so the place won't attract 6 full districts of no-life ursan farmers that want more more more to sell sell sell, but mostly the people who would like one new piece to use themselves or just for a new refreshing gameplay experience.

Also, gameshoes3003, your Water Trident staff needs 1 more mod or it's no better than a max clean white with a head and wrapping added. For example 20% chance of half cast time of Water spells.
One more thing - isn't Galrath spawning only during a quest? If yes, he doesn't make a good choice for a green drop. Verata is the right guy for it, I think he's there even during the quest.
Love the posts so far. Great ideas. I do like the idea of Galrath having a green, but understand the idea of it being quest based, instead make him spawn actively all the time in HM. That way you get to go to him anytime you want to attempt to get his green. As for Rurik you would have to get his sword, as it is probably the best known weapon in the game, especially those from n00bsauce level on. Love the idea for the wammo shield, that is fun. More specialized weap greens are fun, things like the caster weaps (+5e and +20% enchant), or the Conjure martial weaps (elemental prefix & 20% enchant). They both are used and currently are made only through inscriptions atm. I would be fine seeing greens only drop in HM in Tyria even. Just something to excite things in the old continent
Well, there's actually some bosses that are not 'copycats' but the same boss (same name) appearing more than once. Like Kenshin Steelhand.
If that is the case, you could make Galrath appear somewhere else... but again, I would make that second gren-dropping version of Galrath level 24 and with an elite skill.
