Best: Glint. I don't know why, I just love it.
Worst: Rurik. And while this may be off-topic, I still believe Ron Jeremy would play Rurik if Guild Wars was ever made into a movie.
Factions
Best: If I have to pick, with a gun to my head, Togo.
Worst: Let's see... Elder Rhea gets my #1 vote. Is she a chain smoker? Shiro is a close second.
Nightfall
Best: Joko! Fits the character perfectly. Also Varesh. I know many don't like her, but I do.
Worst: Kormir. I plug my ears, sorry. Plus, she always body blocks me so even more reason to put her on this list.
Eye of the North
Best: I really like Pyre. He's the Charr I love to hate and hate to love and sounds exactly how I imagined a Charr would sound like. A nice meaty voice :P
Worst: Jalis. He really, truly, sounds like my Grade 11 Physics teacher.

Best - Livia's.
Worst - the Player Character (particularly male in Factions), Mhenlo (his voice sounds fake whenever he's speaking, and I also hate Mhenlo), Danika (so annoying), Shiro Tagachi (his voice is just plain WTF?), Togo (also WTF?), Rurik (see Mhenlo), that Stone Summit king (just sounded retarded), etc. So basically everyone, yeah. What the GOREDENGINE happened to text instead of voice? Give me Morrowind dialogue boxes!

I was surprised at how little diversity there was for player-character voices. I do not bother watching cinematics on my warrior since the male hero voice doesn't sound anything like the huge motherf*cker you inevitably are when you play warrior.
But the best performances I've seen in this game come from Stephen Jay Blum (he was Spike in Cowboy Bebop) as Justicar Hablion and Maurice LaMarche as Vekk. To this day my brother and I will periodically point to the screen whilst watching Futurama and go "That's Vekk!" Maurice LaMarche was a regular on Futurama.

i also liked pyres, it didnt sound too good.. but he was a charr.. and we dont know how charr sound like in english.

Best - Rurik
Worst - The guy in the great northern wall who says "PRINCE RURIK!! PRINCE.. rurik" (sounds like he couldn't be arsed the second time) and Erol.. Cheesy as hell..

Best - Mhenlo, Kisu
Worst - Shiro, Vizu (their cutscene makes me cringe) and of course, Danika..
Nightfall:
Best - Morghan (he has the sexy monotone voice thing going), Palawa Joko, koss, male player character.
Worst - Kormir.. felt like a half hearted performance from her

It was pretty good all around, Jalis Ironhammer could've been better but since it was the same guy who did the voice of colonel campbell in the MGS games.. he did a pretty good job.. Gwen was a bit poor as well with some of the lines, but given the clichéd dialogue anyway there's not much you can do.

To an extent voice acting can be influenced by writing, so I'll judge both.
Prophecies
Overall Quality: B. Lots of good voice-acting, but some terrible moments as well. Generally one gets the sense that the lines were better written, which probably made the voice-acting easier.
Best VA: King Adelburn, Vizier Khilbron and Justiciar Hablion
Worst VA: PC voice, Glint
Factions
Overall Quality: D-. Terrible voice acting the awfulness of which was compounded by bad lines.
Best VA: Oracle of the Mists (actually got into his role), the old (flashback) emporer, the envoys
Worst VA: Danika, "eternal paradise" girl, Elder Rhea, Vizu
Nightfall
Overall Quality: A-. Great voice acting and decent lines. One gets the sense that the characters were a little more flushed out before their lines were written.
Best VA: Koss, Varesh, Zhed, Morgahn, General Bayel, The Hunger (actually the best scene in the game is the confrontation between Bayel and the Hunger)
Worst VA: Goren.
Gwen
Overall Quality: B. Great voice acting but uninspired or redundant lines. Notably, clicking on Gwen in the Hall of Monuments will produce the same "How can I help?" line (in the same voice and tone) as that produced by Imoen in the Baldur's Gate series. Similarly, Vekk had a great voice actor but terrible, uninspired lines that failed to distinguish the character.
Best VA: Ogden (fits character), Gadd, and, especially, Pyre
Worst VA: King Jalis, PC voice
