If I use Greater Conflagration with Barbed Arrows, will both conditions affect the target? More importantly, is there a site or thread that deals with this type of question?

Conflagration doesn't immeadiately cause bleeding, it just turns your arrows' piercing damaged into fire damage. But yes, if you used something like Mark of Rodgort, then both conditions wold be applied.

Conflagration turns all physical damage (Piercing, slashing, blunt) to fire damage - this is not a "condition" (it's not "burning"). This is separate from "bleeding", which is a condition.
So, yes, you can have arrows that do fire damage and cause bleeding, the same as you can do piercing damage plus bleeding.
