You have to kill Charr in GWEN. Thats where they drop

It's a collectable drop, so be lucky that they drop with farming Char's in Charhomeland

Charr Seeker in Dalada Uplands, just hide behind a rock or w/e, use SS for dmg and YmlaD to interrup their Troll Unguent. Also a speedbuff and Mental Block are nice to have.
