Starting a guild isnt easy. I owned my own guild a few months ago, which ran pretty good (until I didnt have time to run it anymore because of real life issues, and I quit playing GW for a while). Most important thing: recruiting recruiting recruiting. Hours and hours of shouting in LA, ascalon, kamadan and kaineng. I suggest focus on PvE first, because by the sound of it, you are not really experienced GW players (correct me if Im wrong), let alone experienced PvPers (and it is hard to start PvP without someone with experience teaching you the basics).
Recruit till you drop, recruit some more, and get some regular activities going as soon as possible. This can be: helping each other out with missions, capping skills, vanquishing, scrimmages, TA, HA... whatever you want to focus on. Events help to bind the members together.
And I am not sure about the Vent thingy. Personally, I only use vent when nessacary (i am in a PvP guild, so I only use vent when we are in battle), because i do not feel comfortable with it. Other times I use the guildchat. If you really want to use vent, make sure not to neglect the guildchat. I left 3 guilds because their entire conversations were on vent only.
And maybe you want to cut down on the requirements in the beginning. If you make sure you have a loyal core of members, THEN you can introduce rules such as the sign-up, forum posts etc. I personally would not mind the sign up, because I am notorious forum-addict, but some people just dont like it and prefer to talk ingame.
And a last piece of advice (post is getting WAY too long :P): get through the campaigns as soon as you can. New members appreciate it if you help them out, and you cannot do that when you need help yourself
