Players earn mini pets when their character has a birthday. (Character turns a year old) They appear as a present in your character's inventory, until you open it will you find out what mini pet you have received.

If you want a certain mini pet that your character does not have, you'll need to buy them from a player. (note: the ones you listed are expensive)

No, you can't get those for birthday presents, as the link on the wiki says.

Rare minis coming from one geographical area over another (or having higher odds in certain areas) is a sore spot for a lot of players, honestly.

no its not only for azns, although the bulk of the pets are given to asia, you can do contests i.e. the winner of the wintersday hat, Niam, got a mini kanaxai by drawing the winning hat pic, or through a random drawing in the gw site

You can also get most of them from the monthly drawings GW has on their main website.

Or you could be lucky during an event and find a mini polar bear lying on the ground. But good luck with that. Seeing as there is only one mini polar bear.

Your numbers are a little off, there are definitely more than 1

Even if you did live in Japan your odds for getting one were still 12 in like 300000.

You could get some of those mini's via the Mini Mania Madness (or something like that) for US/Canadian residents, and european players had some magazine contests.
Both types of give away had mini Grawl, Oni, Shiroken, Zhed, Yeti, Vizu & Naga.

And both are already over, no? If you want them, you'll have to trade them from other players. Otherwise just pay attention to the main GW page for any future events/contests/giveaways they may hold.

Yup,I live in Japan and still have yet to get one...it happens.
