No. More armor doesn't help you from degen if I understand your question correctly. -8 degen on a 60AR or on a 100AR will lose the same amount of health over the same period of time.

Degen is a vicious thing-so if you go into an area with heavy degen you need to take someone along that can counteract it-either by superhuman healing or condition/hex removal.
Pref. condition/hex removal.

Off course some hexes might have to be removed because they disable your characters, but not because of the health degen.

Get Centurion armour..With a sup vigor, minor runes, 1rune of vitae and a shield with +30hp mod, my char has 600flat hp with a high armour of 106 is more than enough for a paragon who is usually not targeted by mobs in PvE (unless your the only one left).
Thats just my opinion in PvE, i don't PvP much.
