What kind of shield should a SY! Para use?

I am running through GW as a generic SY! TNTF! Paragon.

I have split my attributes like this:

Spear Mastery: 12+1+1
Leadership: 11+1
Command: 6+1

My question is should I use some Major Runes to boost my shield up to Req. 9? or is it just fine to carry arround a req.7 Shield?

What is the difference between a req. 7 shield and a req. 9 shield. I don't think you can put an inscription on a req. 7 shield. Should I then upgrade to a req. 9 shield through Major or Superior runes?

Please give me your advice on the shield situation. What kinda shield should I be packin? For general PvE and PvP.

BTW... where can you find a good Req. 7 shield to begin with? Can you buy em? or only through loot?

if you can find a q7 shield thats not extremely expensive then go for it........otherwise youll have to use a q9

I paid 20k, 25k, 50k, and 50k for the 4 req 7 15 ALs I have. I think. All blue.

Req 7 shields can be upgraded if they drop in Elona or EOTN. As a general rule if the upgrade to a major or superior rune will meet a valuable breakpoint, it's worth considering. A valuable breakpoint is not Spear of Lightning and Vicious Attack hitting for +1 more damage compared to a minor rune.
