if i'm on a quest or PVP with other people, and my comp starts slowing down when a whole lot of spells show up, do all the playrs i'm playing with see it also?
They shouldn't. Whats happening is that your computer is mainly getting bogged down in processing the video. The actual math involved in the game is fairly trivial for a computer to process, the bottleneck is almost always graphics or graphics related.
