This is a Fan based Skill Balance based on experience from PVP
Changes Made are intended to balance out the usage of skills being over abused
Their is no plan known of to actually make these changes happen

Lol this is the opposite of what other people usualy ask. Others ask for buffs but your one of the few which is asking for complete nerfs of all the already fine skills. You only have a few decent skill changes.

There's better ways to buff Decapitate than that. I'd say, instead of "You deal x...xy...xz damage" it should be "+x...xy...xz damage". I agree with Belly Smash, but I think the IWAY thing should have been changed to "Party Members" 2 years ago. It's really not nearly as effective as it once was. Flail doesn't need a buff.
Archer's Signet needs a buff, and one waaay bigger than suggested, but you're on the right track. I don't think BA needs a buff, it's already one of the 3 best Ranger elites in game. I don't see why the other skills need nerfs at all.
Healers Boon doesn't need a nerf. Prot Spirit doesn't need a buff in the least. I agree with the Smiting Prayers and Purge Sig.

Anyway, you can easily see Pepto is looking at it from a TA perspective, because almost all skills mentioned are overly used in TA and for the base of the gimmicks that are played there.

ive said it a few times already and i will say it again...promoting a strictly and only "MAKE RED BARS GO UP" strategy was, is and always will be a bad strategy and a bad influence for the game and that is exactly what a few vital skills in pepe's nerf list do.

I still not agree with most changes to the ranger skills (especially the beast mastery thing)
Only sundering/penetrating atk and Burning arrow makes sense to me.

not just pre-searing actually, in any of the campaigns early on you can (or must if its a quest) charm a pet. Most of them arent lvl 5 at that point.
