This is a Fan based Skill Balance based on experience from PVP
Changes Made are intended to balance out the usage of skills being over abused
Their is no plan known of to actually make these changes happen

[skill]Belly Smash[/skill]-Reduced Recharge to 20seconds.
[skill]"I Will Avenge You!"[/skill]-Now excludes pets.
[skill]Disarm[/skill]-Increased Recharge to 15 seconds..Increased Disable
1...6sec.
[skill]Flail[/skill]-Reduced movement reduction 25%
Ranger
[skill]Archer's Signet[/skill]-Decreased recharge 30second.
[skill]Burning Arrow[/skill]-Increased Burning duration 1..5seconds.
[skill]Concussion Shot[/skill]-Decreased energy 15.
[skill]Escape[/skill]-Increase Energy 10.
[skill]Penetrating Attack[/skill]-Increased recharge 6 seconds.
[skill]Sundering Attack[/skill]-Increased recharge 6 seconds.
All Spirits in Wilderness Survival decreased Recharge 45.
Cannot equip pet with lower than 5 beast mastery.
Monk
Divine Favor Increased Bonus to 3.5
[skill]Healer's Boon[/skill]-Increase energy to 10 recharge 20.
[skill]Healers Covenant[/skill]-Increased energy to 10 casting time 1 second.
[skill]Protective Spirit[/skill]-Decreased Energy to 5 Increase recharge 10 seconds.

[skill]Purge Signet[/skill]-Decreased energy lost 5 increased recharge 25 seconds.

[skill]Foul Feast[/skill]-(Maximum 100) Increased.
[skill]Atrophy[/skill]-Increased duration 1...11 seconds.
[skill]Pain of Disenchantment[/skill]-Increased Damage 40...110.
[skill]Meekness[/skill]-Now Changed to."For 10-25 seconds Target Foe and all foes in area attack 50 slower and suffer 1...5 health degeneration."
Mesmer

[skill]Moebius Strike[/skill]-Changed to recharges if enemy bellow 40%.
[skill]Siphon Speed[/skill]-Increased Recharge 8 seconds.
[skill]Dash[/skill]-Now lasts 4 seconds increased recharge 10 seconds.
[skill]Shadow Meld[/skill]-Changed to shadow to target ally for 20 seconds.
Dervish
[skill]Ebon Dust Aura[/skill]-Increased skill casting time 1 second.

There's better ways to buff Decapitate than that. I'd say, instead of "You deal x...xy...xz damage" it should be "+x...xy...xz damage". I agree with Belly Smash, but I think the IWAY thing should have been changed to "Party Members" 2 years ago. It's really not nearly as effective as it once was. Flail doesn't need a buff.
Archer's Signet needs a buff, and one waaay bigger than suggested, but you're on the right track. I don't think BA needs a buff, it's already one of the 3 best Ranger elites in game. I don't see why the other skills need nerfs at all.
Healers Boon doesn't need a nerf. Prot Spirit doesn't need a buff in the least. I agree with the Smiting Prayers and Purge Sig.

Clumsiness doesn't need a buff, Ineptitude doesn't need a nerf. Aneurysm doesn't need that huge of a buff.
Please don't nerf my Glyph of Renewal. I love it too much, along with Gale on my Mesmer..... orgazzzzzzzmic.
If you made Shattering Assault blockable, it would defeat the whole purpose of the skill and fall into oblivion. I don't see a point with the Dash change, but the rest I agree with.

Are you joking? This would make roaming around and having fun with your pet virtually impossible.
No one but Beastmasters would be able to use a pet, wich would kill the entire purpose of it.

Anyway, you can easily see Pepto is looking at it from a TA perspective, because almost all skills mentioned are overly used in TA and for the base of the gimmicks that are played there.

Concussion shot should NOT be buffed. 25 energy seems a lot, but with expertise, well, if you want to daze someone you'd better be prepared to sacrifice some energy for it.

The nerf on the smite skills should DEFINITELY happen. Also turn it into a spell, not a skill.
