I realise that multiple armor bonuses from skills do not stack beyond 25, unless one of them is 40 in which case that one will simply override the others and armor will be capped at 40.
But my question is does this apply to something like Ursan blessing? Practically, I am referring to Usran Blessing (+20 amor) + Physical Resistance (+40 armor against ele): does this stack? From what I've heard Ursan Blessing counts as a blessing in the same way as a blessing from an Avatar, which is rather ambiguous in how it applies to armor. Does anyone know a definite answer to this?

I would say your best bet, would be to test it for yourself. Have a friend attack you while in both forms.

My guess would be no. The highest armor bonus applys.

Am I missing something in your question? It seems like you will have +40 armor vs ele and +20 vs everything else no?
Tha Dukk
he's asking if it stacks to +60 vs ele, and I'd think that it wouldn't. who knows though... I'm too lazy to try it.

You can use PVE skills in the Isle of Nameless.
Here's a screen of me at the Zaishen Chest with Drunken Master in the effects monitor.

Ursan Blessing should be subject to the 25 armor cap from multiple skills, but I have not bothered to test it. Isle of Nameless should be simple enough to do.
