PC on Shadow Blade with an Odd Inscription mod

This dropped for me in FoW tonight. Some people are interested in it, and I'm curious if it is valuable. I've heard of these inscriptions, but never actually seen one. Thank you in advance.

I'd merch it tbh, since it's not 15% and xx%/-1E and HP aren't too sought after. ~5k for it imo, although if you have people interested in it, just see how high they'll go.
