Where Are People Getting All These Skills From?

K, so I am not new to guildwars, i played prophesies long long ago, when it came out. After I beat it, I quit without playing PvP. When factions came, i played it, and also, quit. I didnt want to become a WoW like fat kid and whatever. Anyways I have never tried PvP, and im wondering if thats where people are getting these skills. Like get a bunch of faction and unlock this skill, then you can have it for free in PvP then buy it in the real thing. Is this how they get all these epic skills? Cuz i see these level 13 skill lists and their sweet. My skills are all crap.

(PS: I am playing nightfall and have the EoTN Expansion which i have no clue what that is yet. I believe it is missions for level 20, extending from the prophesies stories.)

the farther you get into the campaign's the more skills you can get
the skills you probably saw are from nightfall

All skills are available at Skill trainers. The farther into the game you go, the more skills there are at the skills trainer. If you spend 1k balthazar and unlock a skill from the priest then all the skill trainers in PvE will have that skill. There are no "Epic" skills that pvpers get.

you're probably referring to tomes and elite tomes available in hard mode to obtain unlocked skills(bought on other characters or unlocked with faction in pvp)

I'm sorry, but your post really pains me.
All skills are acquired from quests, skills trainers, capping, tomes, etc. Quite simple, in fact.
Each of the campaigns comes with new skills, usually unique to that campaign. Introduced in Factions, there are also PvE only skills. Their strength is based off of a Track Title you gain by earning reputation points swith certain groups/ races throughout the game. Ex: Luxon/Kurzick Skills, Sunspear/Lightbringer, Asura/Norn/Dwarven/Ebon Vanguard.
To obtain skills, i would recommend that you visit skill trainers, located in towns and outposts, labeled with (Name [Skills]).
Also, yes, you can unlock skills in PvP, with 1k Balthazar faction per skill, and 3k per Elite skill. This faction also goes towards unlocking runes, weapon upgrades, Zaishen Keys, etc. (all of these in PvP).
Once you unlock these skills, they are opened to PvE. So if you were to unlock Jaundiced Gaze, a Factions exclusive skill, you could visit any Factions Skill Trainer and it would be available. Whereas, if you hadn't unlocked it, and you were at Shing Jea Monastery, it wouldn't be available until you reached Kaineng Center.
Also, you can use a(n) (elite) tome to teach your character any unlocked skill, no matter what the campaign. These are drops from Hard Mode creatures, and will only drop corresponding to their profession.

EotN or GWEN as it is effectionaltely known isn't just an expansion to the Prophs chapter, but also a bridge between GW and GW2.

Nope, you can use them at level one; Elite tomes run from about 4k (assasin) to 6-8k(warrior/ranger/dervish/paragon) to 10k (ele/mesmer/necro) to 12k (monk/rit). There are no restrictions =)
Normal tomes run from 300 (assasin) to 1k (usually monk/rit). The rest usually run from 600-800.

And yet no one has explained the "usual" way of getting elite skills: go capture them off bosses in PvE. Look on http://gw.gamewikis.org/wiki/Main_Page to find elite skills you're interested in, go kill the boss and use a Signet of Capture next to his dead body to learn the skill.

If your new, I don't suggest using tomes. The first bunch of skills you buy from a trainer are real cheap, far cheaper than a tome. Tomes are only useful if you've bought enough skills that they are costing 1k each.
For elites, I'd suggest you stick to cap sigs (think there's a quest from the elder Jonah in marga coast that gives you 2 sigs free). Unless it's some elite that you simply can't do without, just wait till you get far enough to reach the boss and kill him and cap normally. No point paying 12k for something that you can cap yourself for 1k and some effort.

The signet of capture quests are in Marga coast in Nightfall but once you hit the mainland you can buy them from any skill trainer.
