If you enter your card multiple times, or enter it wrong, or some other nonsense, it gets flagged as 'a risk' for a few days I think. Happend to bunches of people when GW:EN went live.
You have to wait it out, without reseting the Fraud trigger. Can't remember how long I had to wait to get it to reset, 48hrs maybe.

Hendie -- I don't know why you're getting that message. I will try to find out. (By the way, did you try the PlayNC store, instead -- as mentioned in this thread -- and if so, did the card work ok there?)
I'm really sorry it took that long.
