well, technically the BMP items don't DROP, but they r available to those who don't own GWEN or Nightfall.

how do u know which skins have inscribable version?

it will say "inscription:" on it. only blue, purple, and golds can have an inscription slot, NOT white or green weapons/shields/offhands.

You can, apparently, get inscribable versions of any skin from the Zaishen and dungeon reward (and some other) chests, but they would be harder to find, of course. Other than that you'd have to dig through wiki to find out which weapons can drop where.

Zaishen chest drops all skins inscribable.

HA reward chest does also, all others are a more or less limited selection.
