I am refering to under the user's name, it has a statement (in my case academy page). What do these mean? Others i have seen include Lion's Arch Merchant, Academy Page, Krytan Explorer, etc.
Also on some of the more prominent members, I have seen unique tags, so is it possible to change them, if so how?

They're just titles on the message boards based on how many posts you have. As your posts rack up, you gain a title based on what the increment is (it varies).

Its a posh form of post count, the higher the number of posts you have made the better your rank.....The ranks mainly refer to the proph campaign - The more posts the further along it you are
Some of the titles are unique to that person, either though merit (someone has a 10,000th post title or something like that, and I Pwnd you is known for his "God of spammers" title). Mods have their own titles normally of choice

Unfortunately the titles are also the reason for the "+1"ing.

lol. Before, one could go to off topic and spam in order to get +1, not anymore though. 
Anyway don't worry about the title that much, I think it only help a bit when a member put a link, attachment or other stuff in his/her post.
