Simple question really....Who is it doing the damage when Retribution is cast on someone else?
I do CoF runs with a smiter and 600hp and noticed a few things but also learned a problem with Retribution and Holy Wrath.
Lets say we have 2 monks....Smitey the Smiter and Tankey the 600hp (to make it easy )
Now Smitey casts retribution on Tankey and then Tankey aggros and tanks the foes. The retribution dmg is clearly visible to Smitey yet not Tankey. So does this mean Smitey is doing the dmg? well u'd think so, but who is it getting the xp off it? Tankey.... why??? clearly if Smitey is 'seeing' the dmg being dished out then why doesn't his death penalty (if any) get reduced and he gains xp? If its Tankey the game says is doing the damage then why doen't he see the yellow numbers of death on screen instead?
When the creatures use Reversal of damage, who gets hit? Smitey....why? The game gives xp to Tankey and yet its Smitey the game clearly says is doing the damage.
Another reason this doesn't make sense is i tried the skill Live Vicariously ("While you maintain this Enchantment, whenever target ally hits a foe, you gain 'X' Health")
Now Smitey was given this skill to put on Himself. Now clearly Smitey is doing the damage as stated above he gets hit with reversal of damage. So everytime Retribution triggers, why doesn't Live Vicarously give hp to Smitey??? He's hitting the foes yet this skill doesn't even trigger once.
To top things off, we then tried putting Live Vicariously on Tankey and yet still it didn't trigger except when Tankey wanded stuff.
So basically put, Who is doing the damage with retribution? Tankey or Smitey? since either way something is wrong. Either Tankey should 'see' the damage on screen and give HP with Live Vicariosuly on him to Smitey, or Smitey shouldn't get hurt with reversal of damage and should get xp for kills done by Retribution....
and as for Live Vicariously...well thats somethin to sort out after the 1st question is answered
Retribution and me....or is it you?

As you quoted properly, with Live Vicariously, the person on which the enchantment is being maintained gains health when he/she hits a foe. This means that the character in question actually has to use his/her weapon and hit something. When "Tankey" or "Smitey" are casting or just standing there, they are not "hitting a foe". So no, you would not gain any health in this case.

Still, can any1 answer the other question, who does the game class as doing Retribution damage?

well if thats the case, then why doesn't the Smiter get xp when creatures die?
I tried this out with putting retribution on a W hero and letting him kill stuff, i could see lots of numbers yet didnt get a single xp from it....
