Pretty rare items i guess. You can get a +15/-1 collector wand in doomlore shrine for 5 charr carvings.

There are various +15/-1 focus items available.

You can also get a focus like that from weaponsmiths throughout the campaigns but that's gonna cost you 5k i think.

The easiest is probably to get an inscribable wand/focus and add the mods you want.
