Most skills the cheapest way

I have 3 chars in Nightfall level 6 -7 and two in Factions at Level 11.
What would be the best way to aquire the most skills in the least expensive manner?
I have a level 20 with 80+ skill points and I'm thinking I should have gotten more skills when they were cheap.
I just took a lvl10 Dervish to level 17 in EotN and noticed I can still buy skills cheap. I bought 4 Cap Sigs. That only leaves that char with maybe 2 skill points. Should I just buy more skills now or save the points?
At what point do skills get more expensive ? Is it triggerred by level or by # of skills you have? (Can't access wiki to check right now)
Should you spend points right away in Nightfall for skills or save them to get more skills from the "Hero Skills" trainer? (Seems like you have to have 9 skill points to get skills from him).
In Factions are the skills harder to come by? I only played during the Canthan holiday and got to lvl 11 quick but I don't think I have a lot of skills.

The price for skills is fixed, it doesn't matter when you buy them. The first skill costs 50g I think, the second skill a bit more, etc until it hits 1000g.
To save money, get skills for free off hero skills trainers in preference to buying them, providing there is a skill trainer that will offer them. Also, when you are going through nightfalls for the first time, hero skill points will be tight, so be selective about which skills you choose.

My advice would be to plan out a little ahead for what skills you'll want. That way you can get them fast and cheep and create an effective build.
After that once the skill price hits 1k, then you're just going to have to spend the money, whether you buy the skill or you buy a cap sig, they're going to be the same price.

Unlock skills and buy the ones from later in the game, i.e., your "final" (more or less) build skills while they're cheap. Once you unlock a skill (which only costs Balthazar faction gained from RA or AB), it's available for purchase from any skill trainer in the campaign it's from. Ex: If you wanted a skill from the Realm of Torment, unlock it on the account and it will be available for purchase on your newbie character in Kamadan.
An even cheaper way to do it if you have a character that can farm tomes is to unlock with Balthazar faction and tome EVERYTHING. Then later on, when you want to buy skills, they'll still be cheap. Either way works though.

1)Only buy cap sigs from skill trainers
2)Get all skills you can from skill quests (in profecies mostly)
3)Get all skills you can from hero skill trainers
4) Buy tomes and unlock them to get the skills you want
if you're already UAS its cheap and easy (relatively) but if u need to unlock skills it can get up there in effort.
Note that lots of skills are weak, and/or useless so it isn't likely for you to have to use them, making obtaining them irrelevant.

there are a bunch of core skill quests in prophecies...if you are NOT a core then no, but even if you started an ele in say elona you can go back thru the quests from LA to amnoon and get about 14 more skills (there are 2 more in the crystal area as well)....its what I do...no point in paying for skills that you would get for free if you had started in tryia! (if you want a list I can pm it over to you).

I just didn't want to focus on one "build" , I like getting a lot of skills & just playing around to see how they interact etc.
So if I break down and get Prophecies I'll be able to do missions/quests that will give me another dozen or so skills for "free"? (on my already established chars) ?

No. The skill quests in Prophecies are only available to Prophecies-born characters. Your Factions and Nightfall characters are out of luck, I'm afraid.

Heh, true. Also, I think that the Signet of Capture quest is available to anyone? A free cap sig is worth 1k of anybody's money

Tomes would be great if you buy the PvP unlock pack, which of course would be better for tomes since you no longer have to farm.
