pc on caster fellblade req8/9

just wondering what a fellblade perfect caster mods (whatever they are - plz list as well) req 8 or 9....plz answer soon I would like to buy one and need to know what is a good price to pay...

i can see a req8 go up to 100k+30e imo
a req9 usually the lower end around 60k-65k

req9 I spose then....wrong section but continuing post...best mods for caster?

Caster weapons are
+5energy and 20% enchants thats all.

A req9 inscribable gold Fellblade is around 35k
