edit: I swore I saw it someplace that elite tomes/tomes couldnt drop till mainland of NF. Maybe was thinking of something else

Allegedly even beginner area bosses can drop elite tomes, but I've never got an elite tome from a boss who didn't have an elite skill (ie no boss on Shing Jea, no boss before Crystal Desert in Tyria, and no boss before the Elonian mainland).
If indeed it is possible for them to drop elite tomes, the drop rate is very, very, low.

I've gotten elite tome drops in Old Ascalon before (though because of my bad luck, I only get like 1), so it's not that monsters that don't have elites don't drop elite tomes.
I think it's all bosses can drop elite tomes, regardless of whether they have an elite or not. The wiki article doesn't make any special note on exceptions either.

it took some time before he eventually dropped an elite tome but he did drop them
and other stuff like FoW and UW scrolls

Yes, ANY boss will drop an elite tome, and as far as I know the chances do not change. All rare booty drop chances depends on your party size, iirc.
