I'm guessing it's just filler. The map would look weird if 1/4th of the map was empty. I wouldn't expect ANet doing anything with it.

in Bonus mission pack, Tengu Accords is in the very bottom of cantha in the middle of the mountains to the south. Maybe it will be accessible there in GW2 by some special means (not via outpost)?

It seems a common misconception that having people leave GW1 will doom GW2, despite evidence to the contrary in a multitude of previous games, including in the RPG genre. For instance, by the time Diablo 2 came out, most of the people who had played Diablo 1 had moved on... and this somehow didn't stop Diablo 2 breaking records for sales!
There was a similar situation from Doom 2 to Doom 3, Warcraft 2 to Warcraft 3, Daggerfall to Morrowind, NWN1 to NWN2, Myst to Riven, and so on. There are too many examples on consoles to even start. Basically, people don't need to still be playing the original game to learn of, and like, its successor.

Right now, that area probably belongs to the Mursaat. Think that it will become the northern part of the Human lands for GW2 since the humans are driven north-westward into the Divinity Coast land area.

the island imo looks like a very big volcano island 8 i at least hope so, the world of GW needs one big volcano ^^)
And the volcano could be then home of one of the ancient dragons ^^.
However, ya..it really sucks and gets more and more annoying, to see, how much stuff anet lets unused about the hwole world of Tyria..
the world is like 20% used and 80% are only stupid fillers -.- this sucks...
I hope really, that Anet will make some more Add Ons with new content for us to fill those huge map holes with some content for us.
More Quests, more story, finally the missing elite areas about the other realms of the gods (lyssa, dwayna,melandru), more outposts that are soem really big towns in the style of real main towns, where more people can be in, then normal. more gameplay content, like new professions, that give us additional weapon types, like lances, whips, 2HAxes/Swords ect. or fighting styles, like Dual Weapon Fighting or bare handed/feeted martial Arts ...
The game has so extreme much potential for improvements, why wait for GW2, when much of those thigns can be done with some Add Ons for GW1.
Also some permaplayable new Minigames could be made (I'd love to have in GW a playable card game similar to FF8's card game about Monster Cards) Each Monster could have then their cards as rare drop ^^ and maybe those monster cards could be also used in a RO similar way as weapon/armor upgrades, so that thsoe cards will also have soem value.
Then could be also implemented at outposts Card Trader NPC's where you could eventually trade your cards against others from the NPC...

in it on lvl 20 or higher and explore the new parts.
