I searched the wiki and could not find the meaning of this. What are the effects of "Items Attribute +1"

That means if it is say a staff wrapping, and you add it to a staff the requires death magic it would give you death magic +1 (20%) when you cast a death magic spell.

well... basicly... "item's attribute +1"... take the "master of my domain" inscription for example. if you use a skill/spell, there is a 20% chance that the skill/spell will have a 20% chance of having 13 <insert attribute here> instead of 12.
so... say i use a skill/spell that heals you for XX amount of health. if you get the 20% chance of being +1 then the skill you just used will heal for +X ADDITIONAL health instead of just XX health.
this rule can apply to tactics, motivation, dagger mastery, marksmanship, swordmanshit, strength, protection prayers, illsusion magic, you name it. all you need is the mod to pull it off.

Item's attribute +1 also refers to headgear.
If you put a minor rune on your head piece, then it will give you +1 from the rune and also +1 from the inherit bonus. Similarly, if you put a sup rune on the head piece, you'd get +3 from the rune and +1 from the inherit bonus.
This phrase usually appears on hero armor headpieces and Eye of the north common armor like Woads, Norn crown, etc.

you can get up to 16, then a +1 weapon can get u to 17 sometimes. some necro and ele skills can buff attribute ranks by 2.
