The only places I can think of are the hidden treasures in nightfall. Other than that, I didn't think they drop anywhere where it's not gold/inscribable.

Purple inscribable crystallines dropped during GW:en preview event in dungeon chests.
maybe only r9, but i did see a r13 one forsale that day, purple inscr.

FoW drops inscribable things rarely. He might have gotten it there. Purples drop from those chests. So maybe he got really really lucky

They dropped from dungeon chests on the EotN preview weekend, I think only one or two actually dropped though.

Jaga Moraine is outside of Sifhalla and that is where Frostmaw's Burrows are. Norn Area. They came from the Preview. End of Story.
