Staff: req fire magic anything between 9 and 12. Must do fire dmg, and have 20/20 mods.
Wand: preferably inscribable, req energy storage, and must do fire dmg.
If uninsc then msut be req fire magic and prefered mods are 20/20 or 20/+15 energy -1 energy regen
