Should Signet of Capture count as a PvE skill?

I never really knew this until recently, so I apologize if I'm late to an already discussed debate. But anyways, while I was prepping my build up in PvE before going questing yadda yadda cough (rep grinding), I realized there were a few elites I could cap as well. So long story short, cap sigs take away from your amount of PvE skills on your bar. So if you have 2 sigs of capture, you can only have 1 PvE skill. I find it a little over kill, Cap sigs really don't help your build unless you're capping a skill that pertains to one of your attributes. So why should it further cripple it?, You either have to choose to be more effective and get no skill, or be less effective and get the skills you want. It just doesn't make sense to me, yes PvE is easy and we all know how l33t the PvPers are for saying it- but this isn't about that. I really doubt Anet intended to "balance out" PvE skills by making you choose a cap sig or not, it just seems like an overlooked possibility.
Personally I feel that it shouldn't, and you should be allowed to bring 3 PvE skills when ever carrying any amount of cap sigs.

No, it shouldn't. It should count as a non attribute skill, as it is listed as THUS.

The only reason Signet of Capture should be a PvE skill, is so that retards don't bring Cap Sig into alliance battles so they can cap the shrines.
Other than that, it should be a No Atrribute skill.

But yes, the reason it's a PvE-only skill is because one cannot bring it into PvP.

it just adds more strategy... you want teh skill right? then fight for it the way it is! besides, theres not really an alternative since simply buying them from trainer is too cheap.

Lots of times that im gonna go cap a skill, I have to change my entire build. Being a SY! Para means that you either have 2-3 pve skills 24/7 on your bar (3 if u use spear of fury) Which means i'd have to go with something else and probably die.

No point in making it a pve skill and limiting it to 3. If someone wants to take ursan and 6 cap sigs and a res sig let them. If they want to go around capping every skill for their profession in one run they can.
It's not like cap sigs do anything or help you in any way, so why limit them?

/signed....just for perdition rock if nothing else (there are 3 elites for ele, mesmer, monk and necro there---its a real PAIN in the you-know-where to have to go in and out just to cap the rest of your skills ) I just hated doing that place with my characters since I couldnt bring along enough skill caps---then having to kill and track down the bosses again (guess this is where they got the idea for grind).....ugh.
