wow i completely appologize. [13] would be japanese, NOT korean. i was thinking how korean acoRED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOs can make names / guilds with numbers. but, if i recall right, and through vigorous anime watching, the "3" is actually a symbol, though i can't remember what it means. so... find yourself a japanese guy and ask him if he can possibly make you the guild. ^^

Because Japanese works with double-byte characters (English uses single byte ASCII characters, which allows for a total number of 255, whereas Japanese has far more than that, and being double-byte characters can have up to 65,000-ish), it has it's own double byte version of numbers, which I'm sure GW probably just sees the same as any other double-byte character.
To make a long story short, here are the characters you could use:
[13] (This is different than [13])
The character you "found" is actually the equivalent to the sound "ru" in Japanese. The character "ro" (ろ) actually looks more like a 3 because it doesn't have that little squiggly at the bottom. I don't know what you wanted to use as a 1, but here are some suggestions:
[Iろ]
[Iる]
[|ろ]
[|る]
[1ろ]
[1る]
Nothing else comes to mind as what you could use for 1 at the moment.
Hope this helps.
