Somebody was incredibly rude and offensive in-game and I want to make sure nobody else is subjected to this, I have a screenshot where should I send it?

NCSoft are the folks that run the GW servers. You will need to sign into PlayNC. I cannot provide directions for signing on because it's in some odd location that I have trouble finding. Eventually I stumble on it after 20 minutes of looking around.
After signing on, you will be automtically refreshed to a new page. Take special note of the tabs on top: Answers, Ask a Question, My Stuff (?). For a first time user this isn't immediately obvious. Particularly since this arrangement is different from the nav system used throughout every other part of the site.

Some things are so offensive that they cannot be tolerated. Such as one character saying that they molested underage girls, tortured and killed them and thereafter engaged in necrophilia. Even as a joke that is not acceptable in any way, shape or form. Your post suggests that I should befriend this character or ignore them... I absolutely think not.
If, by some strange circumstance, Loli is mis-reporting the character, I am sure that Anet will handle things appropriately.
