Stuck between missions

Here's my problem:

I've returned to GW after a year of absence, and I have zero (wtf?) quests in my log, so I cannot activate whatever is next in the storyline that way.
My Character has completed the Boreas Seabed mission. I'm in Zos Shivros Channel and the Imperial Herald is deactivated; I cannot remember, but I'm certain I had spoken with him.
Now, if I head to the Sunjiang District, the bridge is still down!!! The guard there says something along the lines that word has been sent to the emperor, and that I should head to Zos Shivros!!!

What am I doing wrong? Who should I speak to or where should I go?

Get "City Under Attack" from Imperial Herald in Zos Shivros Channel...

Do City Under Attack which leads to Raisu Pavilion, there take and complete Battle in the Sewers which leads to Sunjiang District.

I think you need to do the misison for shiro. Did you collected the 2 items? (spear and the other thngy) once there you can start the misison.

Get the city under attack from imperial herald in zos shivros channel, if he does not have any quests go to kaineng center then go to aaisu pavilion the guy in thr middle should have a quest. this happened to one of my friends, he got the reward for city under attack then logged off and did not know what to do next, after 4 days he realised what he should do.

For anyone else who had this problem:

I had to visit the Emperor's Hand in the Raisu Pavilion to get the Battle In the Sewers to get back into the Primary Missions.

Problem solved.
