First one salvage the insightful and try to sell for 1-2k or just use it on a hero.

Second one I don't think you listed all the stats for it. Is it 15% damage while health is about 50%? Or just 15% unconditional (which could only exist from the first couple weeks/months of the game and are worth catastrophic amounts of money)? Its much more likely though you just left out some of the stats. If that is the case... 5k. If unconditional its worth a ton (but I don't think it is, if you just got it, it isn't).

Third one, merchant or hang on to it until somebody WTB a enchanting and sell for 2-4k.

Fourth one, merchant or give it to a hero. Non-perfect summit axes (now that inscribable ones killed their rarity) are not worth anything.
