Healing 100 hp with a 1 second cast time is not countering a spike, it's making up for a bad backline. Warriors spike things, monks counter spikes.
The people telling you to kite while using healsig are PvP players who are not primary targets. That's exactly the right decision there, but it's mostly pointless in PvE where things tend to to focus fire whoever happens to be standing in front. In PvE, LC is better than healsig, but both are completely unnecessary in a team with a non-comatose backline.

Only if you're terrible at math. At 12 healing and 12 DF, even a weakass orison of healing will heal for 100 hp in one second. Orison is also one of the least efficient monk heals, so this should give you a hint on the numbers.
If you're serious about countering a spike, a healer's boon heal other heals for nearly 300 hp in 1/4 second, while infuse health heals for around 400 hp in 1/4 second.
