Primarily this would be for enchantments and conditions, but there are other time modifications.
When you have an enchantment that lasts 10 seconds and an enchanting weapon equiped, it should display the length as lasting 12 seconds.
This is the list of time changing skills/effects that I could come up with.
Lieutenants Insignia (displayed in the effect of hexes, not on the skill bar)
Weapon mods: silencing, poisoning, barbed, crippling, cruel, heavy,
- enchanting
Dwarven Stability
Blessed Aura
Extend Conditions
Mantra of Persistence
Chilling Winds
Mystic Corruption
(Added)
I didnt add effects that reduce condition time because it does not tell you how long the condition will last on you when its applied.

If you have modifiers equipped that without-a-doubt change the base casting speed or duration or anything like that, I wish the skill would change to display it, it just know how long it's really going to be.

Another thing I would like to see is "hexing duration mods", if you are going to have condition duration as well as enchant duration, why not just go full scale and put a hexing duration.

Mantra of Persistence (your illusion hexes last x% longer)
Lieutenants Insignia (hex duration on you is reduced by 25%)
These 3 are the only ways to change a hexes duration as far as I could tell, if theres others please list them and I will add it to the list.
