Getting rid of pointless "+1", "12 chars" and "in before lock" posts

Hey there,

I'm getting really annoyed by people saying stuff like

In before lock! And it happens all the time. Can't we report people for doing this? Some people don't seem to understand that posts should be at least semi-constructive, and that the 12 character limit isn't there for nothing.
