I'm looking for a COMMAND shield with 15 armor rating & a requirement of 7 or below.
I took a look at all the collector's and they don't sell/trade any. Do you know where I could get such a shield?

No, it's a random drop. You can get it from anywhere there is no where it specifically drops. Though if you want it to be inscribable you must farm for it either in Elona or EoTN areas.

Do you think farming Plains Of Jarin HM would be a good place, as I usually farm this area & have the perfect build for it.

Ya, I see these drop all the time in Plains of Jarin and Farhanur first city (HM). I could be mistaken but check the collector in Farhanur, I know he has shields in exchange for Water Djinn Essences and I know they are not max.

well best place to get that kind of sheild is not out side of kamadan it will take a while there if u do DoA or UW or kill dijin then u better off. o destroyers r good to solo to if u can solo well
