The reason he advised you to salvage the mods is because it will be hard to sell that shield because it's common and not very desired. It will save you time and make you more money if you perfect salvage the mods and try to sell the shield separately for a few k or hero/merch it. Modding up items to sell them is a bad idea in general, since you won't get the full value of the mods back in the sale, assuming you can even find a buyer.
