if I use a shout/ or chant that involves party members to be in earshot range, will that shout/chant still be on party members once they leave earshot range?

I'm pretty sure it will assuming they were in earshot range at the time you used the shout/chant. At least until the effect wears out after the time limit...

umm, yes. it will stay on them until the duration/effect ends.
