As stated. Take any pvp skin that currently can't be found as an item in pve, and place it within the game's drop list somewhere. If you look up Tolkano's list of pvp rewards, you'll find some very interesting stuff, a great deal of which can only be found either as a single green item, or is completely nonexistent in the pve world.
There are items which are only a single green, like the Willcrusher staff, the Shield of the Dead, the Shark Staff, Lumenescent Lantern, Mossy Walking Stick, and Noble Dragon Cane. Mostly caster skins, which typically see less love than the others. Another oddity is Lord Onrah's sword, an Istani green item that is otherwise unused in the game.
Some are odd, some are nifty, some are a bit silly. But the point is, they exist, and someone out there might like their character to get one. So, I say add them to the drop lists, perhaps in areas that don't have very many unique skins in the first place.
It seems odd that you cannot get them through anything but pvp, or only in green form, preventing any modification whatsoever. So, a little touch of love for the pve skins?
