HA and the rest of PvP

Is there a way for a PvE created Character to get across to the PvP area's so that they can earn the PvP titles and get the double fame this weekend??

If you're in a Guild, press G and hit "Guild Hall" and press M and use map travel to get to where you need.
If you're not, go to the Great Temple of Balthazar from Lion's arch (click the boat icon on your map) then use that to travel.
You need to unlock HA, by winning 5 matches in TA or 5 consecutives in RA i beleive.

Ok i will have to look in to this cos i dont think i have any of those.

To get to the PvP isles, you'll need to be able to access the boat at the major port city in each expansion: Lion's Arch, Kaineng Center and Kamadan (though you need to be able to get off the starter island in order to access the boat I think. May be wrong there, it's been a while.)
From there you can go to the PvP isles. When you get to the PvP Isles, you can't go straight to HA. To get to Heroes' Ascent, start in the Random Arenas. Win there 5 times in a row, to unlock Team Arenas. Then win in the Team Arenas 5 times (it doesn't have to be in a row), which will unlock Heroes' Ascent. However, as you say you're new, I *strongly* recommend taking a PvP character into PvP as you can customise it with everything you've unlocked, rather than what you currently have on your character.
Before the event starts I recommend getting yourself familiar with the PvP isles, PvP creation and things like that. A lot of good info can be found in the wiki page I linked up there, and the page about the Battle Isles itself at http://wiki.guildwars.com/wiki/The_Battle_Isles
As a newbie to these areas you probably wont have the best of luck this weekend, but wish you all the best all the same

Even though you may be lacking in experience you should still get stuck in and start collecting the fame. Better to start sooner rather than later.

Also for the Account based titles can more that one of you charaters dedicate it.
So say if i dedicate one of the account titles on my
E/Me
will i then be able to dedicate it on my
Mo/Me as well??

Yes they're account based and yes all your characters can add it to their HoM when you reach the appropriate rank. In the case of the "Hero" title for HA, you need to be at least rank 8 to add it.

If you must bring a pve character, and dont want to make a pvp character, make sure you are at least lvl 20 with full attribute points, and have maximum armor and a max weapon. The more skills unlocked for your profession the better. Try to be fully runed up too.
