I have another question though, since the majority of weapons can be inscribable, what is currently being sold is the skin, so the mods really don't matter except that the value goes up if the weapon is inscribable. Right?

I sold a similar req9 one for 10k recently

sorry to disapoint you value goes down on inscriptable weapons as it isnt about finding them for the skin/request/mods anymore like on uninscriptables the inscriptables only need skin/request the rest can be done afterwards
so that lowers the value tho it can be an advantage quite often

Yep. Inscribables are worth less, assuming the non-inscribable version has a good inherent mod.

req 12 FDS - salvage +30, then try for ~2-3k maybe, although it might be a hard sell
