I skipped different PC posts but never found anything about tormented shields.. can anyone give me the prices of q9,q10,q11,q12 plz?

You can get only r9...
about PC its probaly 100k 5e now but price is going down quickly

agree with Dronte, although tactics ones seem pretty popular, so I'd still think +10 for them
