No never, and this will never happen. Ya i missed the halloween event in nightfall when they gave out the witch hats or whatever, and i dont have the tengu hats, but oh well. The hats are only for the people who where there for the festival. Also, I don't really want to see a bunch of noobs who have been playing for only a few months to be running around in the old school pumpkin hat which I got on the first halloween event. The older hats show who has been playing longer and they're more unique. If you put in a hat seller, then those old hats aren't unique the veteran players anymore. If you missed a hat that you wanted, too bad, don't care, deal with it, it's just a hat.

There have only been two hats that you had to collect stuff for and both of them had quests offering the items needed. Not exactly things to be earned with "blood,sweat and tears".

I missed the first Halloween mask because I was at my grandma's calling hours. Tough luck. I don't need the mask, because I have tons of others to choose from, and it's not like I'm set back anything either.
If you didn't get it, you either failed at being able to put yourself where you needed to be to get it, which is your fault, or you were pre-occupied with a more important real-life task, which should obviously have had enough value to you that you wouldn't have to come back and make an excuse to get the mask.
Stop being a "whiney brat", it's a freaking hat.

A reward to others should NEVER be a punishment for those that:
- Did not have internet connection and never knew about the game.
- Were too young to buy the game and parents refuse to buy for them.
- Were in comma and could not play, althought they bought all the games.
And things like that.
A game that allows permanent regrets it's a bad game. GW eliminated most of the 'regrets' like with the attribute buy points.
Regrets like:
"I wish I was 18 2 years ago"
"I wish I had internet connection"
"I wish I knew about the game before"
Should never be allowed in a game.
If it's not the players' fault, then you cannot punish them.

I missed the first wintersday hats. Would I like them? Yes. Do I think I deserve them? No. I wasn't there, I shouldn't get them. Simple as that.

Think of it this way the hat is a gift to say you where there when the event took place.
Everything else in the game can be aquired in other ways usually by money.
So don't just say you want it to happen because it's just a hat there are only 2 reasons why anyone would want this to happen.
1 so you can pretend to everyone that you where there, but wait a minute once we all know you can buy them the idea is pointless.
2 because you are jealous of those who can wear the hat and show off at events and want to ruin it for them.
I see no reason why there should not be a hat seller in the game or any other clothing for that matter, just not copies of festival hats.

So if someone starts playing the game tomorrow they should get 1st year and 2nd year birthday presents as soon as they create a character? Because they wish they knew about the game 2 years ago. Might aswell throw them a stack of ectos so they can catch up nicely aswell as we wouldnt want to 'punish' them.

And, considering hats are meant to be a completely frivolous and fun object as opposed to some sort of uber loot, it seems fair that everyone should have access to them. From what I've seen, the people who would get them now would spread more cheer and get more enjoyment out of them then those that are arguing against this idea.

I have yet to see a good reason why they cannot be available to all. Claiming "miss the event, miss the hat" is simply a reworded version of the basic opinion these people have, which, to be more accurate is, "I have a hat and they don't; I want to keep it that way and hate the idea of them having this, because it makes me less superior to them and reduces my e-peen."
